Valve springs need to go in at install height of 1.700 to 1.750 that will give you 90 to 105 ibs. Check coil bind it should be right at 1.150 the machine shop must cut the spring pockets .125 deeper than factory so the springs will set down in head properly. The pre load on lifter needs to be .020 to .040 which is between 1/4 *nd 1/2 turn on bolt.
